The Electronic Tools Task Force is a forum of pan-European government representatives and experts, and international and non-governmental organisations. It was established in July 2000 by the Meeting of the Signatories to the UNECE Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters (the Aarhus Convention), with the endorsement of the UNECE's Committee on Environmental Policy.

Cognizant of the rapid growth of the European Information Society, and the so-called threat of a "digital divide", the Task Force's commitments are toward:

a) exploring the opportunities and benefits offered by information communication technologies; and
b) sharing related experiences, know-how and information, pertaining to the region's and countries' needs.

Through workshops, e-fora, good practice documentation and this website, the Task Force will explore new mechanisms to improve public access to environmental information and to enhance the opportunities for community participation in decisionmaking. Through this work, it hopes to further the implementation of the "Aarhus" Convention.

The Task Force is chaired by the Bulgarian Ministry of Environment and Water
